Russia
and China to Develop Cooperation
Against Funding of Terrorism
BEIJING
(RIA Novosti) - Russia and China are going to develop cooperation
in countering money laundering and funding of terrorism, says
the 2005-2008 Plan of Action signed by the Russian and Chinese
leaders in Beijing on Thursday.
Under it,
"Russia will assist China in joining international organisations
which oppose the legalisation of criminal profits, including the
FATF".
The sides
have agreed regularly to hold consultations on problems of work
of the Eurasian group, following the lines of the FATF model,
continue bilateral consultations on settling mutual financial
claims, hold consultations between the two states' tax agencies
on concluding an agreement on cooperation and exchange of information
on the observance of tax legislation.
The Plan of
Action also says that the leaders of Russia and China have agreed
to complete negotiations and sign an intergovernmental agreement
on the encouragement and mutual protection of investments.
The sides
have agreed regularly to hold Russian-Chinese investment forums
and assist the two states' enterprises in participating in presentations
of investment projects in Russia or China, promote exchanges between
enterprises, discuss different forms and channels of investment
cooperation.
The leaders
of the two countries have also decided to "determine projects
of interest to the corresponding Russian and Chinese enterprises
and companies connected with the development of western regions
of the PRC, revival of old industrial bases in the North-East
of China and support the participation of Chinese enterprises
in the realisation of projects of development of Russian regions
in East Siberia and the Far East".
The Plan seals
the intention to "provide assistance to the two countries'
enterprises in investing in joint ventures in Russia for logging,
production of sawn timber, building materials, furniture, cellulose,
paper and other products in, particularly, regions in the Far
East and East Siberia".
Moscow and
Beijing have agreed to diversify Russian-Chinese trade turnover,
including in favour of high technologies.
"The
commodity pattern of Russian-Chinese trade is to be improved and
diversified, the share of advanced machine and equipment products
increased", the Plan of Action notes.
Towards this
end, it has been decided to "provide assistance to the arrangement
of cooperation between the involved enterprises and companies
of the two countries in such areas as the manufacture of communication
equipment, vessels, household electronics, information technologies,
energy equipment for thermal and hydraulic power stations, nuclear
power stations, ore-mining equipment, civil aircraft, automobiles
and automobile engines".
The development
and introduction of high and new technologies are also provided
for.
Also, Moscow
and Beijing have agreed to "actively realise the cooperation
project for building floating nuclear power stations".
Russia and
the PRC pledge to "ensure equal and transparent conditions
for the participation of Russian and Chinese companies and enterprises
in the other Side's international tenders for the supply of equipment
and building of projects".
"The
sides confirm that trade-economic cooperation is an important
part of Russian-Chinese relations of strategic interaction and
partnership, will take the required and coordinated steps towards
the expansion of spheres of mutual cooperation, ensurance of further
growth in bilateral trade", the Plan of Action emphasises.
Russia,
China State Their Positions on Problems
of Middle East and South Asia
BEIJING
(RIA Novosti) - Russia and China called for strict adherence to
the Iraqi political process schedule outlined in the UN Security
Council's Resolution 1546.
The joint
declaration signed by Russia's President Vladimir Putin and Chairman
of China's State Council Hu Jintao expresses concerns over the
unending escalation of violence in Iraq.
The two countries'
leaders emphasized "the need of prompt stabilization of the
situation through development of the internal Iraqi dialogue directed
towards nationwide consensus over the main features of the future
state structure."
Russia and
China also spoke for holding an international conference on Iraq,
which could boost the Iraqi rehabilitation efforts.
"The
world community's interests require coordinated efforts to minimize
the damage inflicted upon the international relations as a result
of the Iraqi war," reads the document.
Russia and
China see the road map as the optimal way of settling the Palestinian-Israeli
conflict, "which will lead these countries to joint efforts
in maintaining peace and security."
The sides
spoke for achieving stable, just and comprehensive settlement
of the Arab-Israeli conflict based on applicable UN Security Council
resolutions.
As for the
situation in Afghanistan, Russia and China believe that "the
priority direction is still the maintaining of stable security
in this region and provision of Afghanistan with wide international
support under the UN auspices all along the rehabilitation process."
Russia and
China, reads the declaration, intend to exert future efforts to
counter the threat of drug trafficking coming from Afghanistan,
including participation in such international efforts as establishment
of outer anti-drug security belts along the country's perimeter.
The sides
also welcomed comprehensive dialogue between India and Pakistan.
